REFERENCE: On May 3, 1940, a law was passed on the establishment of imperial credit offices subordinate to the Reichsbank, where the General Directorate of Imperial Credit Offices was created to manage them. On May 15, 1940, the law was supplemented by a government order. The main department was headed by an administrative council (consisting of representatives of the Ministry of Economy, the Ministry of Finance, the High Command of the Armed Forces, etc.), whose chairman was the director of the Reichsbank. 
 Credit offices were opened in Poland, Belgium, the Netherlands, Yugoslavia, Luxembourg, France and other occupied countries. At the end of 1942, there were 52 cash desks in European countries: 11 in France, 5 in Belgium, 1 in the Netherlands, 1 in Poland, 2 in Yugoslavia, 2 in Greece, 30 in the occupied territory of the USSR.
In  most occupied countries, payment power was retained behind the national currency. The official rate of the military mark in December 1941 = 20 French francs = 2.50 Belgian francs = 1.67 Norwegian crowns = 0.75 Dutch guilders = 2 Danish crowns = 20 Serbian dinars = 60 Greek drachmas = 10 rubles = 10 carbovans.
