REFERENCE: Reichskommissariat Ostland (German: Reichskommissariat Ostland) - created on July 17, 1941 by decree of Hitler, the administrative-territorial formation of Nazi Germany in Eastern Europe, including the Baltic countries and western Belarus (except for the Grodno region).
